Russell was born in Enfield, Hartford County, Connecticut, on 13 June 1760.1 He was the son of Israel Perkins and Dorcas Moore. He married Sarah (--?--) in Southwick, Hampden County, Massachusetts, following 1 April 1783.2 Russell was a head of family, as "Russel Perkins", in the 1790 Census taken in Southwick, Mass..3 He resided with a person not included in this site in Weathersfield, Windsor County, Vermont, in 1798.4 Russell was a head of family, as "Russel Perkins", age 45 and up, in the 1810 Census taken in Weathersfield.5 Russell died on 31 January 1813 in Weathersfield at age 52.6,4 He was buried in the Ascutneyville Cemetery in Weathersfield. His gravestone reads: "As I am now so you will be / Prepare for death and follow me.".6
