Prentiss was born in Rockingham Memorial Hospital in Bellows Falls, Rockingham, Windham County, Vermont, on 3 October 1956.1 He is the son of Prentiss Whiting Haines Junior; "Bing" and Elaine Ruth Dutton. He served in the United States Navy. He married Ella Salina Dyer in the Signal Battalion Army Chapel on Fort Gordon, Georgia, on 17 January 1976. Prentiss was divorced from Ella Salina Dyer in Houston, Harris County, Texas, on 15 May 1981. He married Elizabeth Ann Stacy in Buffalo, Erie County, New York, on 1 August 1981. He married (removed) in a wedding chapel in Pasadena, Harris County, Texas, on 6 August 1994. Prentiss was divorced from (removed) .
