Millard was born in Springfield, Windsor County, Vermont, on 13 February 1908.1,2,3,4,5 He was the son of Herbert William Dutton and Lillie Mae Felch. He was a resident in the household of Herbert William Dutton in the 9 June 1910 census taken in Springfield age 2, his son.6 He was a resident in the household of Herbert William Dutton in the 31 January 1920 census taken in Springfield a student age 11, his son.7 He married Lois Harriet Proctor on 2 July 1932.8,9 Millard died on 11 February 1979 at age 70.10,11 He was a rural mail carrier.
