Philo was born in Orleans Village, Barton, Orleans County, Vermont, on 25 June 1948.1 He married Diana Gail Dutton in Springfield, Windsor County, Vermont, on 23 June 1973.2 Philo and Diana had no children. Philo was divorced from Diana Gail Dutton in Montpelier, Washington County, Vermont, in August 1977.3
