Mercy was born in Glover, Orleans County, Vermont, on 4 September 1843.1 She was the daughter of George Carlton Felch and Thankful Waters. Mercy Anna C. Felch was often called Ann.1 She married George Bailey in Newbury, Orange County, Vermont, on 6 March 1866. She married John Avery.
